Application Submittal Process

Before You Start…

STEP 1

Carefully read the CC&Rs and PHOA application packet.

STEP 2

Submit your items to PHOA per the instructions in the application packet. PHOA will be in contact with you as your project moves through the process.

STEP 3

All items including landscaping and lighting must be reviewed in regard to potential view obstruction.

STEP 4

Once all items and the architectural fee are received and you have delivered the architectural plans to the consulting architect, your application will be reviewed for submittal completion.

STEP 5

Once your application is deemed submitted, one of the consulting architects will review your architectural plans and provide feedback. Once all items of concern have been addressed, your project can proceed to the board viewing.

STEP 6

Depending on your project, you will likely be required to install story poles and have them certified. Please submit the story pole certification to PHOA.

STEP 7

Your project will be scheduled for a board viewing. The board viewings are held the second Saturday of the month. Please be prepared to attend the board viewing, along with your architect. Your architect will need to bring a full set of plans to the viewing.

STEP 8

If the Board does not find any view issues that need resolution, your project will then move to the community viewing stage.

STEP 9

Community viewings are held the third Saturday of the month. Please be prepared to attend the community viewing, along with your architect. Your architect will need to bring a full set of plans to the viewing.

STEP 10

The community viewing will start a 21-day comment period. Homeowners from PHOA will have 21 days to comment on the proposed project.

STEP 11

After the comment period closes, the Board will vote on preliminary approval of your project at the next board meeting. 

STEP 12

If your project receives preliminary approval, you can then take the preliminarily-approved plans to LADBS. Once you complete the approval process through LADBS, please submit your LADBS-stamped plans to PHOA.

STEP 13

Once PHOA has received your LADBS-stamped plans, the Board will vote on final approval at its next board meeting.

STEP 14

Once you receive final approval, you may begin construction. A set of the approved PHOA-stamped plans will need to be kept onsite so that the plans can be checked during construction. The board members, Plans Committee, and/or consulting architect may visit the site during construction to check the progress.
